Catholic Pontiff, Pope Francis, on Thursday, announced that henceforth, bishops would be accountable for sexual abuses or cover ups in their jurisdictions.

The pronouncement, which signalled a change in Catholic Church law, makes reporting of sexual cases obligatory for clerics and allows anyone to complain directly to the Vatican if necessary.

The papal decree, which covers abuse of children and adults, also obliges every Catholic diocese in the world to set up simple and accessible reporting systems and encourages local churches to involve lay experts in investigations.

The decree, whose preparation was reported first by Reuters in April, is the second of such papal provision since a summit on abuse by senior Church bishops at the Vatican in February.

It sets time limits for local investigations and the Vatican’s response to them and allows for retroactive reporting.

It also says bishops with conflicts of interest should recuse themselves from investigations and that they can also be held accountable for abuse of power in sexual relations with adults.

The 19-article decree called “Vos Estis Lux Mundi” (You Are the Light of the World), raises 16 to 18, the age of adulthood in cases of sexual abuse.

It also covers possession of child pornography.

The decree says local Church officials cannot order those, who report abuse to remain silent and that senior bishops should make provisions to prevent documents from being destroyed by subordinates if needed.

It directed that clerics should follow local law on whether they are obliged to report alleged sexual abuse to civil authorities.

Lawmakers in Sweden have no official cars, enjoy no immunity, use public transport, and wash their own clothes themselves — in public laundries!
This is a world of difference away from what obtains in Nigeria, where lawmakers get special treatment, official vehicles, luxury and heavy running costs — which are separate from what they get as salaries.
The speaker of the house of representative also travels in crowded buses and trains; only the Prime minister is said to have the rights to use an official car. The politicians are treated as ordinary citizens.
In an op-ed for the Mail and Guardian, Claudia Wallin, a Brazilian journalist who has been in Sweden since 2003, said this may be odd to lawmakers from other parts of the world, where senators and representatives are used to a life of luxury.
With this system, Sweden has transformed itself from “an impoverished, agricultural society into one of the wealthiest, most socially just and least corrupt countries in the world”.
According to Business Insider , an MP in Sweden earns $78,000 a year — and while this might seem like a lot, it is only “about two times more than that of an elementary school teacher” in the country.
To put in proper context, $78,000 (N23.9m) — which a Swedish MP gets in a year — is less than what a Nigerian senator gets as running cost for two months. The senator gets $44,052.86 a month, and $88,105.72 in two months.
This does not include official cars, furniture allowance, hardship allowance, welcome package, severance package, and the many more allowances hidden from the public.
When President Emmanuel Macron of France visited Sweden’s Prime Minister Stefan Löfven in 2017, both men and their officials were said to have used a public bus for one of their trips.

Israel’s First Lady, Rivlin is dead

Israel’s First Lady, Nechama Rivlin, 73, died on Tuesday morning after battling with a respiratory disease for years, the Presidential Residence announced.

She died at Beilinson Hospital in Petah Tikva, The Jerusalem Post reports.

Three months ago, Rivlin underwent a lung transplant.

Rivlin suffered from pulmonary fibrosis and required the constant use of a portable oxygen tank, which was attached to her even during official ceremonies she attended with her husband.

Prime Minister Benjamin Netanyahu said in a statement: “Together with all the citizens of Israel, my wife Sara and I express deep sorrow at the passing of the wife of the president, Nehama Rivlin.

“We all prayed for her healing during the recent period in which she fought bravely and with all her might for her life.

“We extend our heartfelt condolences to the president and to all his family. May her memory be a blessing,” he said.

Rivlin was born in Moshav Herut, an agricultural community in today’s central Israel.

Her parents, Drora and Mendi, emigrated from the Ukraine and were among the pioneer founders of the community.

In 1971, she married Reuven Rivlin and the couple lived in Jerusalem.

Rivlin had a BSc in Botany and Zoology. As the first lady, she focused her activities on the environment, nature and art, as well as children with special needs.

United States President Donald Trump has branded London Mayor Sadiq Khan a “stone cold loser” in a new swipe from on board Air Force One, according to Standard.co.uk reports.
The US president tweeted to say Mr Khan has done a “terrible job” as mayor moments before he touched down in Stansted for a three-day state visit to the UK.
He wrote: “Sadiq Khan, who by all accounts has done a terrible job as Mayor of London, has been foolishly ‘nasty’ to the visiting President of the United States, by far the most important ally of the United Kingdom.
“He is a stone-cold loser who should focus on crime in London, not me.”

Buhari Lauds OIC Intervention Programmes in Nigeria ,Africa
President Muhammadu Buhari has passed a vote of confidence on the intervention programmes of the various institutions under the Organisation of Islamic Cooperation (OIC) for the impact they are making on Nigeria and other African countries.
President Buhari, who read the collective statement of African countries at the 14th Summit of the OIC in Makkah, Saudi Arabia, commended the robust interventions of the Islamic Development Bank, IDB, in key sectors such as agriculture, trade and investment.
In the statement read in the early hours of Saturday, President Buhari said:
“The robust interventions of the various OIC Institutions and principally the Islamic Development Bank Group, have been effective in such key sectors as trade and investment, agriculture, rural development and food security, science, technology and innovation, poverty alleviation as well as women and youth empowerment.’’
In the specific case of Nigeria, the President acknowledged the support of OIC Member States in countering the menace of terrorism and armed criminality in West Africa, the Lake Chad area and the Sahel Countries.
“In particular, Nigeria acknowledges the support of OIC Member States in countering the menace of terrorism and armed criminality in West Africa, the Lake Chad area and the Sahel Countries. We appreciate their contributions in the alleviation of the humanitarian crisis arising from the insurgency but urge them to do more.

President Buhari also commended OIC institutions for supporting development projects aimed at achieving rapid socio-economic development in Nigeria.
He highlighted the Inter-Water Basic transfer, aimed at recharging the Lake Chad, the National Food Security Programme, the Second Niger Bridge, various roads and school rehabilitation projects as some projects in Nigeria that have attracted the support of OIC institutions.
On issues of concurrent global significance, President Buhari said the African members of the OIC were pleased with renewed efforts by the organization for the restoration of the national rights of the Palestinians and other long-standing unresolved conflicts.
The President, however, noted that many OIC member states were grappling with serious security problems, including terrorism, violent extremism and armed criminality.
The Nigerian leader said some of these challenges have assumed grave dimensions in recent times and required serious and coordinated approach for lasting solutions.
‘‘In addition to the core issue of the restoration of the national rights of the Palestinians and other long-standing unresolved conflicts, we now grapple with serious security problems, represented by the destructive activities of terrorists, violent extremists and armed criminals in many of OIC Member States.
‘‘This situation has also been compounded by a series of political crises, which continue to affect a number of our countries.
‘‘In this regard, we support the actions of the OIC in seeking an early resolution to the lingering Palestinian question and the rights of the Palestinian people to an independent homeland. ‘‘We equally subscribe to the various actions of the OIC in resolving the crises in Syria, Yemen and Libya.
‘‘We commend OIC engagement with other international actors in addressing the various political conflicts in the OIC region and the plight of the Rohingya Muslim minority in Myanmar,’’ he said.
President Buhari also used the occasion to express confidence that the on-going political transition in Sudan and Algeria would be concluded smoothly and peacefully.
He thanked King Salman Bin Abdul Aziz Al-Saud for hosting and chairing the 14th OIC Summit and the Turkish President, Recep Erdogan, whose tenure just ended for “his commitment to the ideals of our Organization and his efforts in ensuring that the OIC achieves its set goals and objectives, throughout his tenure as Chairman.”

Fire breaks out at Notre Dame Cathedral in Paris

A huge fire swept through the roof of the famed Notre-Dame Cathedral in central Paris on Monday evening, sending flames and huge clouds of grey smoke billowing into the sky.

The flames and smoke plumed from the spire and roof of the gothic cathedral, visited by millions of people a year.

A spokesman for the cathedral told AFP that the wooden structure supporting the roof was being gutted by the blaze.

The fire service said the blaze could be “potentially linked” to ongoing renovations.

President Emmanuel Macron cancelled a major televised policy speech he was due to give on Monday evening over the “terrible fire ravaging Notre-Dame.”

Paris mayor Anne Hidalgo in a tweet described it as a “terrible fire”.

“The Paris fire service is trying to control the flames,” she wrote on Twitter, asking residents to respect the security cordon thrown up around the site.

A spokesperson for the cathedral said the fire, which comes as French Catholics prepare to celebrate Easter, broke out at around 1650 GMT.

Fire trucks could be seen speeding through Paris towards the scene on the Ile de la Cite — an island in the Seine at the heart of Paris.

The Paris police department in a tweet called on residents to avoid the area and to “make way for rescue vehicles”.

US President Donald Trump in a tweet said: “So horrible to watch the massive fire at Notre Dame Cathedral in Paris. Perhaps flying water tankers could be used to put it out. Must act quickly!”

Hundreds of people gathered on the bridges of Paris downriver to witness the scene, some filming the images with their smartphones, an AFP reporter said.

A burning smell filled the air.

Trump tax showdown!! U.S. Democrats set April 23 deadline for IRS

U.S. congressional Democrats on Saturday headed for a showdown with the Internal Revenue Service over President Donald Trump’s tax returns, setting a new hard deadline of April 23 for the federal tax agency to hand the documents over to lawmakers.

In an April 13 letter that appeared to move Democrats closer to a federal court battle against the Trump administration, House Ways and Means Committee Chairman Richard Neal warned the IRS that failure to comply with his request for six years of Trump’s individual and business returns by April 23 would be interpreted as a denial.
The Trump administration has already missed an initial April 10 deadline for providing the tax records, which Neal first set when he made his request on April 3. Democrats based their request on the panel’s jurisdiction over IRS enforcement of the tax laws regarding U.S. presidents.
But Treasury Secretary Steven Mnuchin said on Saturday that Neal was “just picking arbitrary dates” in setting deadlines and said it was more important to get the decision “right” to ensure the IRS would not be “weaponized” in a political dispute.
“I do intend to follow the law. But I think these raise very, very complicated legal issues. I don’t think these are simple issues. There are constitutional issues,” he told reporters on the sidelines of the International Monetary Fund and World Bank spring meetings in Washington.
He could not say whether the Treasury, which oversees the IRS, would complete its review of Neal’s request by April 23.
Mnuchin, who has consulted with the White House and Department of Justice about Trump’s tax returns, said earlier this week that Neal’s request raised concerns about the scope of the committee’s authority, privacy protections for U.S. taxpayers and the legislative purpose of lawmakers in seeking the documents. He said he has not spoken personally to Attorney General William Barr about the request.
“Those concerns lack merit. Moreover, judicial precedent commands that none of the concerns raised can legitimately be used to deny the committee’s request,” Neal told IRS Commissioner Charles Rettig in his letter.
“It is not the proper function of the IRS, Treasury or Justice to question or second guess the motivations of the committee or its reasonable determinations regarding its need for the requested tax returns and return information.
“Please know that, if you fail to comply, your failure will be interpreted as a denial of my request,” Neal wrote.
As Ways and Means chairman, Neal is the only lawmaker in the House of Representatives authorised to request individual tax information under a federal law that says that the Treasury secretary “shall furnish” the data.
Despite the law’s clarity, Democrats have long acknowledged that the request, if denied, would mean a federal court battle that could ultimately be settled by the U.S. Supreme Court.
Legal experts say lawmakers could vote to hold administration officials in contempt of Congress, which would provide a basis for the House to ask a federal judge to order the Treasury Department to comply.
Congressional Republicans have condemned Neal’s request as a political fishing expedition by Democrats, while the White House has said the documents will “never” be turned over.
But Congress would likely win a court fight, though it could take months or even years to unfold, experts say. Neal’s request for the returns of a sitting president is unprecedented, and legal experts say its success or failure may depend on a court ruling about the committee’s legislative purpose for seeking the documents.
Neal said in his letter that the request is needed to further “legislative proposals and oversight related to our Federal tax laws, including but not limited to, the extent to which the IRS audits and enforces the Federal tax laws against a President.”
Democrats want Trump’s tax returns as part of their investigations of possible conflicts of interest posed by his continued ownership of extensive business interests, even as he serves the public as president.
Trump broke with a decades-old precedent by refusing to release his returns as a presidential candidate in 2016 and continues to do so as president, saying his tax returns are under IRS.
